Like wind He is everywhere on earth.
He is the Spirit of Life !
HE lives in people who love Jesus, the SON of GOD.
So He connects believing people wirth GOD and with His SON.
This outpouring of the Spirit was done by Jesus after His death and ressurection.

In times of the Old Testament the Holy Spirit was on priests, kings and prophets of Israel, to connect them directly to GOD. HE was not upon normal believing people, because Jesus had not yet come. ..
